SANFORD, Fla. -- For every white child that drowns in the U.S., three black children drown, according to Aquatics International.
What accounts for the disparity?

Culturally minorities must not be considering putting their children in swimming lessons. It's not a part of most daycare or subsidized pre-school's curriculum to teach children to swim. So if the school or government program doesn't do it, then it doesn't get done.
I was scared to death of water as a child. I hated going to swimming lessons and was stressed with butterfies in my stomach every time I went. But my parents forced me to go regardless of the tears. It was for my own good.
