The Senate's 'Tough' Immigration Bill

Some people are worried that amnesty will give illegal aliens the same rights that American citizens have. In reality, it will give the illegals more rights than the average American citizen.

Since most of the illegals are Mexican, that makes them a minority. Under affirmative action, combined with amnesty, they would have preferences in jobs and other benefits.

Those who set up their own businesses would be entitled to preferences in getting government contracts. Their children would be able to get into college ahead of the children of American citizens with better academic qualifications.

Illegals who graduate from a high school in California can already attend the University of California, paying lower tuition that an American citizen from neighboring Oregon.

Under the supposedly "tough" immigration bill in the U.S. Senate, illegals don't have to pay all the back taxes they owe. An American citizen gets no such break from the government and can end up in federal prison, like Al Capone.

If an American citizen gets stopped by the police for a traffic violation and the cops discover that he is wanted for some other violation of the law, they can arrest him for whatever else he has done.

But if an illegal alien gets stopped for going through a red light and the police discovers that he is in the country illegally, in many communities the cop is forbidden to arrest him for that -- or even to report him to the feds.

If an American citizen forges a Social Security card in order to get a job, he can be arrested. Under a provision recently passed by the Senate, illegal aliens who forged Social Security cards not only get a pass, they get to collect Social Security benefits. MORE

The Federal Government has been in the process of developing special hiring preferences for Hispanics since 1997. A lawsuit in 1997 (Luevano consent decree) required the development of the Outstanding Scholar and Bilingual/Bicultural Programs that requires hiring preferences for African Americans and Hispanics in upward mobility career internship programs within the Federal Government.

Than in 2001/2002 another initiative was set in place by executive order called the Hispanic Employment Initiative, Nine-Point Plan, to improve the representation of Hispanics in the Federal Workplace. Reference: http://www.opm.gov/feorp02/ROTNPP.asp

So the Federal personnel hiring system also has a "circa" 1950 outdated initiative Congress refuses to change, called "the rule of three" where only the top 3 candidates as determined by Office of Personnel Management (OPM), are referred for a vacant position. So you currently have a preference for Veterans mandated by executive order; a higher preferrence for a disabled veteran; a preference for Hispanics; preference for African Americans; and other minorities; than caucasian woman; than white males. So figure if your a caucasian applying for a Federal civil service job; if you have any of the above applying for a civil service position, and there is a total of any 3 of them, even if you are highly qaulified for a job, only 3 of the top candidates go on the referral list to the selecting official.

I know, because I am a causcasian man that accepted an early retirement buyout from the Department of Defense, under the Congressionally mandated RESHAPE the Government initiative. Translation - Get rid of the old white guys so we can diversify the federal workforce.

The caliber of the individuals coming out of colleges and being hired by the federal government is a digrace. No moral values or ethics, basically a 4 year degree with a 9th grade education. It is a shameful disgrace all with diversity and percentages of certain ethnic groups in mind. Yes every government agency does have a high payed EEO officer, that must approve any hiring selections to ensure the mix of workers fall within the percentages required by Congress. Next they will be establishing a Mexican illegal immigrant recruitment initiative. This is why you have "Latinos" in high level positions now, like the Orlando International Airport flasher. Once you hire them, you can't fire them, or it will be a discrimination lawsuit.

The Mexican Government is corrupt, so you can assume that is the destiny of our Federal Government. And you thought it couldn't get worse..

The Luevano consent decree lawsuit was 1979 not 1997. It was a lawsuit against the Governments Professional Aptitude Career Exam (PACE) test used to recruit candidates for career management internships in various professional fields. Certain groups could not pass the tests, therefore sued for discrimation and won. The exam was abolished and programs to recruit Hispanics and other minorties was established.

Kind of sounds similar to the problem with certain groups not passing the graduation exams in CA. So the Federal courts decided that everybody graduating from HS this year be issued a diploma no matter if they passed or failed the test. Now I suppose the ones who flunked will receive priority for college placement over the kids who actually passed the test.

I saw over the weekend on Directv, this show called the Zogby show. He was interviewing an illegal immigrant from Honduras. He said all we want is amnesty so we can become legal citizens. Than we will have the legal right to establish a union, and get the higher pay we deserve.

Look what the unions did to the steel industry in this country, and the auto industry in Detroit. You had laborers pushing broom in the steel mills making $40.00 an hour plus better health care than most others. So it became cheaper to import steel, and steel workers were layed off and facilities shut down in Pittsburgh, PA, Steelton, PA, etc.

What will we paying for lettuce pickers once they are unionized?

What we should be doing is paying prisoners to pick fruits and vegetables in work crews, instead of lifting weights, exercising, and watching tv in the prisons. Than charge them room and board.
And us fat ass Americans should be mowing our own lawns. I mow my own for exercise.

I have talked to several people locally, and out of state relatives the past two day. None of them even know the Senate voted on an immigration bill or anything else... In fact some of them live in PA, and think Arlene Spector can do no wrong, and should be president..

We are in trouble unless, the American people wake up from la, la, land...

The form used for Federal minority hiring preference is SF-181, Ethnicity and Race, that has to be filled out to apply for a Federal job. The form can be found at www.opm.gov/forms/pdf_fill/sf181.pdf

There are two questions they ask to determine your preference. #1. Are you Hispanic, or Latino - a person of Cuban, Mexican, Puerto Rican, South or Central America, or other Spanish Culture or origin, irregardless of race.

#2. What racial catagory are you.
a. American Indian or Alaska Native
b. Black or African America
c. Native Hawaiin or other Pacific Islander
d. White

So a Mexican falls in minority category for Hispanic or Latino, and would get the same hiring preference that is now given to Puerto Rican, Cuban, applicants for Federal jobs. So even if your a white Mexican, or black Mexican you get hiring preference for Federal jobs over everyone else, except maybe disabled veteran, or a handicap. If a minority is on the referral list for a Federal job, you have to justify why they were not selected for the job over the others if you choose a black, or white in lieu of the Hispanic.. Make sense now sick boy??

Now if they have a fake college degree from an accredited college, they will be hired at a higher pay scale. Has to be an accredited college, that is on another list they keep; can't just be any old degree you buy online..

They used to, and may still do have hiring and promotion preference to individuals with Spanish surnames. My X-wife married a white guy (non-hispanic, he was adopted) with the last name of Martinez. He was a GS-15 with the government, promoted based on that. She was in a dead end secretary job (as a white woman) with the Governemt. She married him and added Martinez to her last name. So she was promoted into an upward mobility management job under the Hispanic surname preference program.

All makes sense now, doesn't it?

The Mexicans will have it made! No more strawberry picking for them! They'll be government employees. Bring on down some unemployed GM union workers, and we will have them pickin' strawberry's for the Strawberry union, and the non union japenese auto workers can keep building the cars.

They need to weed out some of the overgrowth, dead trees and brush in the forests in Oregon. The ones the tree huggers, and other wacko's are protecting. Deport the illegal immigrant fire fighters and let mother nature take it's course, and the tree huggers can pee on the fires.
