Should the State get involved in Licensing parents?

Now comes Indiana state Sen. Patricia Miller, an Indianapolis Republican, with a plan to have government bureaucrats run pre-pregnancy checks on potential parents, including making sure they regularly go to church or some other "faith-based" activity, before a doctor can help them have a baby.

Why shouldn't we just sterilize everybody? Then, when you wanted to have a baby you could petition the state and federal government to allow either you or your spouse to be cloned, asuming you cold pass the test. The technology is there. Why aren't we using it? Let's put an end to deadbeat parenting.
