ORANGE COUNTY, Fla. -- Channel 9 discovered that Orange County taxpayers shell thousands of dollars a day for a premium service you can't find anywhere else in the country. The library hand delivers books right to the doorsteps of able-bodied adults. Critics call it a case of huge taxpayer waste.
